Recently, extreme rainfall has occurred in Northeast, North China, and the Huanghuai region, leading to residents being trapped and casualties in many areas. Rescue forces from across the country have quickly assembled and are fully engaged in flood prevention and disaster relief work. During this special period when the whole country is united and working together for disaster relief, some netizens have fabricated and spread false information related to the disaster, inciting regional opposition and discrimination, seriously disrupting the order of online public opinion and interfering with rescue and disaster relief efforts. In order to further purify the online environment and maintain network order, the following initiative is issued:
1. Consciously resist the online dissemination of illegal and harmful information.
1. Firmly resist illegal and harmful information. Do not create, believe, or spread illegal and harmful information related to disaster relief; do not spread rumors, incite trouble, or casually disseminate unverified reports, privacy leaks, personal attacks, or inappropriate remarks.
2. Strictly manage information publishing accounts. Strengthen manual review and qualification certification of account information to prevent impersonation of party, government, military agencies, news media, local governments, and user accounts.
3. Strictly manage the content of information published. When publishing news information, the source of the information must be indicated according to relevant regulations; information generated by technology must be labeled as such; when citing old news or events, the time and place of the incident must be stated; information containing fictional or dramatized content must be labeled as fictional or dramatized.
2. Adhere to a "zero tolerance" policy towards illegal and harmful information.
1. Enhance awareness of online civility. Establish a correct view of online ethics, actively resist and report various online illegal activities and vulgar behaviors, firmly fight against online illegal activities, and fully protect the legitimate rights and interests of the country, society, collectives, and individuals.
2. Strengthen positive guidance of public opinion. For illegal and non-compliant accounts, punitive measures such as banning speech will be taken as appropriate.
3. Actively mobilize and utilize the positive energy of online platforms.
1. Establish and improve supervision and reporting mechanisms. Encourage users to participate in the management of platform information content, collect and report illegal and harmful information, discover and expose rumors and false information, actively provide relevant clues to regulatory authorities, and cooperate in investigations and handling.
2. Actively assist in seeking help. Proactively collect clues of online help requests from the public, report to the relevant authorities in a timely manner, and cooperate with relevant departments to fully carry out disaster relief and rescue work under the overall command of the local party committee and government.
3. Firmly expose cases of illegal activities. Strengthen the handling of illegal and non-compliant users and the exposure of accounts, regularly publish typical cases of illegal and non-compliant users, and remind users to strictly abide by national laws and regulations, fulfill platform agreements and service agreements, and enhance self-discipline and autonomy.
