　　Current Environmental Impact Assessment Report Public Participation Announcement

　　In accordance with the requirements of the Henan Provincial Environmental Protection Department's "Notice on Further Strengthening and Regulating Public Participation in the Completion Environmental Protection Acceptance of Construction Projects" (Yuhuanwen [2014] No. 79), the key information of the current assessment project of our company is now disclosed as follows:

　　1. Project Overview

　　Construction Location: Qiliying Town, Xinxiang County, Xinxiang City

　　Project Overview: The current environmental impact assessment project conducted by Xinya Company mainly includes: 150,000 t/a waste paper pulping, 100,000 t/a unbleached wheat straw pulp, 150,000 t/a corrugated paper, 50,000 t/a colored kraft paper, 50,000 t/a fruit bag paper in the first factory; 100,000 t/a waste paper pulping, 50,000 t/a bleached wheat straw pulp, 100,000 t/a corrugated base paper, 20,000 t/a art pure paper, 50,000 t/a cup paper in the second factory; 60,000 t/a cast-coated base paper in the third factory; 60,000 t/a cast-coated base paper in the fifth factory; 50,000 t/a waste paper pulping, 10,000 t/a sanitary paper, 50,000 t/a low-grammage box core paper in the fourth factory; 200 t/d alkali recovery project in the environmental protection company; 2×75 t/h circulating fluidized bed boiler in the thermal power plant No. 2; and a project producing 30,000 tons of modified starch annually in the starch gelatinization plant. The scale of the pulping production line and paper-making production line for the current assessment meets the requirements of the "Paper Industry Development Policy" (National Development and Reform Commission Announcement No. 71, 2007) and the relevant requirements of the "12th Five-Year Plan for the Development of the Paper Industry". The product plan does not fall under the eliminated or restricted categories in the "Guidance Catalog for Industrial Structure Adjustment (2011 Edition)" (2013 Revision). Therefore, all projects for which Xinya Company is conducting the current assessment comply with national industrial policies.

　　2. Main Environmental Impacts and Preventive Measures

　　The main pollutants generated during the operation of the projects assessed by our company are wastewater from pulping and papermaking, boiler exhaust, equipment noise, and sludge generated from pulping and sewage treatment stations.

　　Wastewater: The main plant area of Xinya Company has a 120,000 m3/d "coagulation sedimentation + biological selection + carousel oxidation ditch" mid-stage water treatment station and a 90,000 m3/d "coagulation sedimentation + catalytic oxidation" deep water treatment station. The fourth factory has a 15,000 m3/d "coagulation sedimentation + hydrolysis acidification + carousel oxidation ditch + catalytic oxidation wastewater deep treatment" sewage treatment station. Both sewage treatment stations have been in operation for many years. All wastewater from the current assessment project is discharged into the existing sewage treatment stations for treatment. The discharge water quality can meet the requirements of the "Henan Province Water Pollutant Discharge Standards for the Haihe River Basin" (DB41/777-2013) Table 2 standards, and the treated water is discharged into the Dongmeng Jiangnu River, having a minimal impact on the surface water environment.

　　Exhaust: The exhaust from the two 75t boilers undergoing current assessment uses a "bag dust collector + SNCR denitrification" treatment device, and the concentration of exhaust pollutants meets the new construction standard requirements of the "Air Pollutant Emission Standards for Thermal Power Plants" (GB13223-2011) Table 1; the exhaust from the 200 t/d alkali recovery furnace uses an "electrostatic precipitator + alkali liquid washing desulfurization" treatment device, and the concentration of exhaust pollutants meets the standard requirements of the "Boiler Air Pollutant Emission Standards" (GB13271-2014) Table 2, both achieving standard emissions with relatively small environmental impact.

　　Solid Waste: The solid waste generated during the operation of the projects undergoing current assessment mainly includes wheat bran, pulp residue, sludge, boiler ash, and white mud. Among them, wheat bran and coarse pulp residue are sold to Zhengzhou Bagang Sludge Plant for comprehensive utilization, sludge is utilized by the brick factory built by Xinya Company, boiler ash is sold as building materials, and white mud is processed into lightweight calcium carbonate by-products for sale. All produced solid waste can be comprehensively utilized, and no secondary pollution to the environment has occurred.

　　Noise: The main noise-generating equipment during the operation of the current assessment project includes paper machines, pulping equipment, and boiler fans. Monitoring shows that the factory boundary noise meets the requirements of the "Industrial Enterprise Factory Boundary Environmental Noise Emission Standards" (GB12348-2008) Class 2 standards, having a minimal impact on the surrounding sound environment.

　　In summary, the pollutants generated by the projects undergoing current assessment have all taken feasible prevention and control measures, and all pollutants can achieve standard emissions, with no significant adverse effects on the surrounding environment. Moreover, the product plan and production scale of the project comply with the current relevant national industrial policy requirements. From an environmental protection perspective, the projects for which Xinya Company is conducting the current assessment can continue to operate.
