This report aims to raise employees' awareness of the safe use of hazardous chemicals, test the emergency response capabilities for hazardous chemical leakage incidents, and enhance employees' self-protection abilities. On August 24, the company's production center organized a hazardous chemical leakage emergency drill competition at the pulping plant's bleaching workshop with relevant units. 30 employees from Paper Mill No. 2, Paper Mill No. 3, Paper Mill No. 6, White Cardboard Factory, Kangwei Pharmaceutical Factory, Pulping Plant, Chemical Company, and Xinya Team participated in the drill. Deputy Chief Bi Ziyu of the Xinxiang County Public Security Bureau led a fire brigade and over 20 relevant responsible persons from enterprises such as Huaxing Pharmaceutical Factory and Huayang Group to observe the drill.
The drill was conducted in two steps: the first was a written test, which involved answering questions about the use of hazardous chemicals and emergency response; the second was the practical operation part, which involved on-site emergency operation competitions.
The overall commander on site was Zhao Rongxi, the deputy general manager of the production center, and Ding Baoshan, the production management minister. The judges were Lü Gangyi, Li Yunfang, Wang Yuxi, Zhao Jiandang, and Li Gaoyun.
In the written test part, each participating employee had a test paper, answered questions on site, and submitted their papers within the specified time. All judges and on-site observers acted as invigilators, and the examination was very strict. During the drill, a simulated emergency scenario of chlorine gas leakage was created. The participating teams, consisting of three members each, stood at the starting line. The on-site commander issued the start command, and the timer began. The participants quickly ran to the location of the gas masks, put on the masks, rushed to the chlorine cylinder, closed the valve of the chlorine cylinder, pushed the cylinder into the safety pool, and returned the gas masks to the storage place. The three members gathered at the starting line, the emergency was resolved, and the timing ended.
After the drill, Deputy Chief Bi Ziyu of the County Public Security Bureau provided a comprehensive and insightful review of the drill and offered suggestions for improvement. Bi Ziyu stated that this drill was a successful one, and the participating units and departments were able to implement the emergency plan content seriously and successfully complete their respective emergency rescue tasks. Through close cooperation, they successfully controlled the source of the hazardous material leakage and prevented the further escalation of the incident. He also required enterprises to pay high attention to safety production in their daily work, from top to bottom, to carefully deploy safety work, and to conduct in-depth hazard investigations on production equipment, hazardous materials, and operating employees. He urged everyone to remember that safety comes first and to strive to prevent various accidents, creating a good and stable situation for safe production.
