On the morning of March 23, Qi Lei, the deputy county-level cadre and director of the Poverty Alleviation Office of Xinxiang County, conducted a special investigation on agricultural industry poverty alleviation work at Xin Ya Paper Group. He held a special project review meeting in the conference room on the second floor of Xin Ya Paper Group, attended by the county's poverty alleviation office, supervision commission, development and reform commission, finance bureau, audit bureau, agriculture and animal husbandry bureau, industry and commerce federation, as well as deputy officials from Qiliying Town, Zhaipo Town, Xiaoji Town, and Hehe Township.
Qi Lei pointed out that Xin Ya Paper Group, as a pillar enterprise of our county and a provincial-level agricultural industrialization cluster enterprise, has not only achieved good economic benefits in recent years but also fulfilled its social responsibilities. It actively participates in the county's poverty alleviation efforts, serving as a model for social forces to engage in poverty alleviation. The county's poverty alleviation office and relevant towns must closely monitor timelines, concentrate resources, personnel, and efforts, strengthen communication and coordination according to procedural standards, and ensure that relevant departments fully cooperate to complete project verification and the construction of the county's poverty alleviation project database on time.
Qi Lei emphasized that effectively implementing industrial poverty alleviation projects is crucial for the implementation of poverty alleviation policies, establishing a long-term mechanism for poverty alleviation, and promoting income increase for the impoverished. All towns and relevant departments should leverage agricultural industrialization to play an important role in promoting poverty alleviation and increasing farmers' income through multiple channels. They should actively explore models such as "company + base + farmer" and establish mutually beneficial mechanisms for enterprises and impoverished households through direct assistance, entrusted assistance, and shareholding cooperation, thereby driving more impoverished people to achieve sustainable income increase and poverty alleviation while achieving their own development.
The agricultural industry poverty alleviation project of Xin Ya Paper Group in 2018 has a total investment of 3.568 million yuan. The project will help 4 towns: Qiliying, Zhaipo, Xiaoji, and Hehe, benefiting 441 impoverished households and 1,097 people, improving their income and quality of life. This will play a positive role in alleviating social conflicts, strengthening the relationship between the party and the masses, maintaining stability, and improving the production and living conditions of the people.
