All personnel on duty in various units participated in the evaluation work, except for special circumstances such as contracted workers and leave. To ensure the smooth progress of the evaluation work, the HR department specifically assigned personnel, and on2015Year12Month22the morning of the day, a special meeting was held in the HR department, attended by Hu Fengliang, the deputy general manager of the company’s administrative center, and Li Xinfang, the deputy general manager of the discipline center. The meeting began with Wu Zongchang, the executive deputy minister of the HR department, distributing the "Public Opinion Evaluation Notes" to the participants, dividing the participants into groups, and emphasizing the operational steps and work requirements.
This year's evaluation work is divided into five groups, conducted step by step for all production units in the company.18The functional departments and the raw material procurement department conducted evaluations during regular meetings, while the four long-day units of the vehicle team, brick factory orchard, machinery factory, and electrical factory arranged evaluations during working hours. The remaining production units conducted evaluations during the handover time at seven in the morning, and the administrative and miscellaneous personnel of the production units were evaluated before the morning shift.
During the few days of evaluation, the ten members of the evaluation team arrived at the HR department at six fifteen in the morning, braving the thick fog and cold wind, and arrived at the evaluation site on time at six thirty. First, the employees on the incoming shift were evaluated, from seven twenty to seven forty, the employees off duty cast their votes, and after roll call at seven fifty, the administrative and miscellaneous personnel conducted evaluations. The entire process was tense, orderly, and well-organized.
During the evaluation process, after the ballots were distributed, the HR department staff explained the evaluation methods and requirements based on the "Public Opinion Evaluation Notes". Then, the voting personnel independently cast their votes as required, without discussing with each other, looking around, or moving back and forth. Some were in the workshop, some under the streetlights, using the dim light to spread the ballots on the walls, columns, and paper rolls, holding a bare copy pen core, holding their breath, and concentrating. Despite the freezing weather, the employees' attitudes were serious, and the atmosphere was solemn. After the voting was completed, a host assigned by the HR department verified and collected the votes one by one. Deputy General Managers Hu Fengliang and Li Xinfang participated in the evaluations of units such as Thermal Power Plant No. 1, Paper Plant No. 3, and Chemical Company.
